1. Before you start, you need to download a video. I use 'Savevid' however, you can use other websites. I'm not saying you HAVE to use it, it's just what I use - and I haven't gotten any viruses. (Don't blame me if you get a virus). Make sure its a MP4 file! Plus, click HD if you want better quality.
2. Once you downloaded it, open up Photoshop and click file > import > video frames to layers then, click the video you want to import.
3. A little box will come up. Tick 'Selected range only' and tick the 'Limit to every _ frames' box. I usually put it 5.
4. What you want to do now is choose a part from the video. Once you chose a part, hold shift and drag it to where you want it to end. Try to make it short as possible.
5. Now, you see all these layers come up, but don't toggle with them. Now go ahead and open your animation/timeline thing. You'll see the frames. If there's any extra parts that you don't need, delete it..
6. On the bottom of each frame, there is '0.*some number* sec.'. That is how fast your gif will go. I usually put mine on 0.15. Now, we want to change that so, simply click the first frame, hold shift, then click the last frame - you have selected all the frames. Click the little down arrow next to 'sec.'. Click other and type in '0.15' or '0.2 or bigger' if you want to slow down the gif.
7. If you want your gif to loop, make sure its on the forever option. Plus, your file may be too big, simpy click image > image size. Type in 500 in the first box. Anyway, now you're done. To save it, go to files > save for web and devices. A box will appear. Make sure it doesn't say png or jpeg. Your gif won't move. So change it to GIF. After that, you might need to go on colors, just incase your gif file is too big - change it to 123 or 64. (However, the bigger the number, the better the quality). Voila, you're done :)
